RenewableUK Health & Safety Training

RenewableUK Approved Health & Safety Training Standards

RenewableUK (formerly known as BWEA) is the voice of wind and marine energy and the UK’s leading trade association representing the interest of the renewable power sector. These training standards supersede all previous training standards and in particular the BWEA Training Standards as approved by OPITO.

RenewableUK training standards and the supporting accreditation and approvals systems have been developed with the primary objective of enhancing the basic skills and knowledge of anyone working in the renewable energy sector. This is in recognition of the vital importance of recognising and achieving common levels of basic competency for identified tasks, roles and activities being performed in the sector.

These training standards have been developed in consultation with key industry representatives covering OEM’s, developers, training providers, construction and supply chain partners and key industry stakeholders. The objective is ensuring that all personnel operating in the wind sector are able to demonstrate a common level of basic competency specific activities.

Due to the variety of the equipment used to work, the variability of  equipment design and the differing operating protocols that may be adopted by organisations, duty holders including employers must regularly review the suitability and adequacy of any training provided. This would typically arise out of the risk assessments performed to address a specific operation. Where these identify any new or revised risks that could have a significant impact on the safety of the operation the adequacy of training provision should be formally addressed by the duty holder.

RenewableUK Working at Height and Rescue – Wind Turbines Standard (WAHR)

The RenewableUK Working at Height and Rescue – Wind Turbines Standard outlines the basic safety training and competence recommended by RenewableUK for all personnel involved in working at heights in wind turbines. The RenewableUK Working at Height and Rescue – Wind Turbines Standard details the process and methods that shall be used in assessing and certifying competence.

This standard is only intended to address the most significant health and safety training issues as they relate to working at height in wind turbines. It applies to both onshore and offshore activities subject to the jurisdiction of UK health and safety law. It is intended to ensure a common approach to basic training delivered by an approved training provider under controlled conditions

This standard sets out:

  • The syllabus and arrangements to deliver basic training and competence assessment for work at height & rescue by an approved training provider; and

  • The syllabus and arrangements to deliver refresher, repeat training, and competence assessment for work at height & rescue by an approved training provider.

RenewableUK recommends that anyone who is required to work at height in a wind turbine has received training as a minimum to the syllabus set out in this standard and delivered by a RenewableUK Approved Training Provider.

This training standard is designed to meet the basic training and competence requirements for all personnel working at height on wind turbines. (Note: This standard applies to wind turbines with a swept area of >200m2 and where the primary means of access to the nacelle is internal to the tower.)

RenewableUK Marine Safety Training – Vessel Transit and Transfer Standard (MST)

The RenewableUK Marine Safety Training – Vessel Transit and Transfer Standard outlines the basic safety training and competence required by RenewableUK for all personnel involved in Vessel Transit and Transfer for passengers. The RenewableUK Marine Safety Training – Vessel Transit and Transfer Standard details the process and methods that shall be used in assessing and certifying competence.

This standard is only intended to address the most significant health and safety training issues as they relate to vessel transit and transfer. It applies to offshore activities subject to the jurisdiction of UK health and safety law. It is intended to ensure a common approach to basic training delivered by an approved training provider under controlled conditions.

This standard sets out:

  • The syllabus and arrangements to deliver basic training and competence assessment for Marine Safety Training – Vessel Transit and Transfer by an approved training provider; and

  • The syllabus and arrangements to deliver refresher, repeat training, and competence assessment for Marine Safety Training – Vessel Transit and Transfer by an approved training provider.

RenewableUK recommends that anyone who is required to vessel transit and transfer to renewable energy facilities offshore has received training as a minimum to the syllabus set out in this standard and delivered by a RenewableUK Approved Training Provider.

This training standard is designed to meet the basic training and competence requirements for all personnel transiting and transferring to and from offshore renewable facilities by vessel (such as, but not limited to, those defined by MGN280).

RenewableUK Approval & Accreditation

In recognition of the absolute priority given to raising training and competence standards, the accreditation and approvals protocols operated by RenewableUK require all current and applicant training providers to fully support and promote the continued status and integrity of all applicable training standards. Specifically all training providers must be able to demonstrate suitable evidence to RenewableUK including, but not limited to, criteria covering:

  • Evidence of suitable management systems that ensure the effective design, delivery and continued quality of all training carried out.
  • That all training will be carried out in such a way that the health, safety and well being of delegates, employees and where applicable third parties are maintained at all times.
  • That there are suitable and effective systems in place to ensure that all training provided is to the highest quality, meets and exceeds the requirements set out in the applicable standard and that the training is able to consolidate knowledge and skills into applicable competence assurance systems.
  • That there are sufficient numbers of suitably trained and competent personnel to enable the effective delivery of the training standard.
  • How the training will be delivered and assessed including specific information about how delegate and employee safety will be ensured at all times.

Further RenewableUK will perform the following actions for initial approval and accreditation, and annual inspection of all current and applicant training providers;

  • Perform a safety inspection and observation of facilities and equipment to used by the organisation for the delivery of the relevant RenewableUK Training Standard.
  • Perform observation of the delivery of set theory sessions.
  • Perform observation of the delivery of set demonstration and practical exercise sessions.
  • Establish material evidence to support any documented evidence supplied by the organisation during the desktop audit phase of the approvals process.
